Scope of Job

To direct, plan and oversee all University transportation functions related to public transit, transportation demand management, and regionally coordinated transportation while maintaining passenger safety and customer satisfaction.

Description of Duties
  • Plans, directs and oversees the daily operations of all transportation services staff ensuring compliance with federal, state, local, and University rules and regulations.
  • Assists the Executive Director in creating strategies, plans, and initiatives to address transportation needs. Assists the Executive Director with special projects and programs related to transportation.
  • Assists the Executive Director with coordinating and reviewing contracts and services with vendors.
  • Develops short and mid-range organizational goals and plans, operating procedures, conceptual designs, and monitors and evaluates operational effectiveness to effect changes required for improvement.
  • Responsible for developing and managing the assigned annual departmental budget and authorizes expenditures accordingly.
  • Develops objectives and activities based on department goals.
  • Ensures proper implementation of the drug and alcohol program as required by Federal Transit Administration regulations.
  • Coordinates with public transit providers and external agencies to ensure that adequate service levels are provided to the University.
  • Prepares and delivers presentations on various topics such as ridership/utilization, availability and needs for resources, infrastructure, budget, funding, etc. to university audiences and others as needed.
  • Attends meetings and trainings regularly and as required.
  • Represents transportation services at special events.
  • Creates and enforces retention, discipline, and reward procedures for the department.
  • Trains staff on different aspects of operations needed in order to provide effective and efficient services for all university campuses.
  • Coordinates with Director of Parking Services to ensure consistent and high-quality service delivery to customers.
  • Ensures efficient operation of multimodal programs, such as the regional bikeshare program.
  • Responsible for collecting and analyzing data in order to prepare reports and make recommendations regarding the transportation program as needed.
  • Responsible for personnel management functions such as hiring, training, conducts employee evaluations, and makes recommendations for merit increases, promotions and demotions.
  • Performs other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.

Required Education

Bachelor’s degree from an accredited university.

Licenses/Certifications

As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Preferred: CDL Class B or higher with Passenger Endorsement or the ability to obtain one within one (1) year of hire.

Required Experience

Five (5) years of experience working with public transit in a managerial/supervisory position, transportation planning, transportation logistics, and/or transportation operations. Experience with federal transportation funding requirements and guidelines including supervisory experience.

Use of standard office equipment. Use of mobile radio provided by university and cell phone.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; may encounter hazardous, noisy, and busy conditions on roads. Travel, evening, and weekend work is frequently required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Exceptional planning and organizational skills. Requires excellent verbal, communication, and customer service skills. Self-motivated and ability to work unsupervised. Strong organizational and management skills. Experience in interacting extensively with students, faculty, staff, and the general public. This position will be subject to a motor vehicle record check, criminal background check, and drug & alcohol exam. Knowledge of Texas Department of Transportation and Federal Transit Administration regulations and policies.
