KPTA RFP: Strategic Business Planning

The Kansas Public Transit Association was founded in 1981 by individual persons and Kansas transit systems interested in promoting public transportation in Kansas. The KPTA Board of Directors wants to strengthen and improve public transportation in Kansas. KPTA members are diverse, and the Board of Directors seeks to develop a strategic plan that is forward looking and leads its membership through advocacy and innovation in a rapidly changing economic climate and unprecedented technological growth in the public transportation industry.

The purpose of this Request for Proposal (RFP) is to solicit firm cost proposals from well qualified firms experienced in strategic business planning to lead the Kansas Public Transit Association’s Board of Directors and staff through a long-range strategic business planning process.

Specifically, the Kansas Public Transit Association (KPTA) is seeking a firm to provide the following services: Work with a Strategic Planning Team, comprised of Board Members and Association members, to articulate a clear strategic plan and updated mission and vision statements. This plan should identify possible fundraising, grant making, communication, and programming objectives for the organization to pursue over the next 5 years in pursuit of its mission.

The applicant selected for this project will be expected to guide the organization in establishing its Strategic Planning Team, conduct interviews and facilitate all working session with the Team and other key Board members, and perform a Strengths, Weaknesses Opportunities and Threats (SWOT) analysis.

Specific areas that need to be addressed in the creation of a 5-year strategic plan include but may not be limited to:

• An environmental scan that examines internal and external opportunities and perceptions impacting the organization’s ability to achieve mission

• A thorough assessment of infrastructure needs including, but not limited to space, technology, human capital, and financial resources

• The development of a sustainable financial and programmatic model to achieve goals.

Proposal Questions/Comments:                    

Any questions, comments or requests for clarification are due from Proposer by 5:00 pm CST, May 15, 2023 and must be submitted in writing to Kansas Public Transit Association at 212 SW 8th Avenue, Suite 202 Topeka, Kansas 66603 and will anticipate having an answer by close of business21, 2023. If required, KPTA’s response to these submissions will be in the form of an Addendum.         

Proposal Closing and Submission                    

Proposals must be received with all required submittals as stated in the RFP, no later than 5:00 pm CST, May 31, 2023. Proposals received after time specified shall not be considered for award. Proposals not meeting specified delivery and method of submittal will not be opened nor considered responsive. Proposals submitted must be addressed and delivered to KPTA at the following address. Timeline             

It is desired to have the contract to be in effect beginning in summer 2023.
