Distinguishing Features of Work

This is professional administrative work responsible for both procurement and project management responsibilities within the Transportation Department including initiating, monitoring, and facilitating the planning and implementation of operations and maintenance projects to ensure completion within prescribed time and funding constraints. Work is directed and reviewed through establishment of goals and evaluation of progress toward goal attainment.
Workdays and Hours: Monday - Friday 8:00 AM to 5:00 PM

Examples of Work Performed

• Writes Requests for Proposals and assists in selecting consultants.
• Compiles information and records to draw purchase orders for procurement of items for the Transit Department.
• Writes and/or reviews City Council Agenda Items and may be required to present to City Council and other boards or to executive leadership,
• Reviews contracts for professional services and/or construction, monitors contract timelines, compliance and develops extensions, if necessary.
• Supervises professional staff and the work of others associated with project development and implementation.
• Coordinates the work of architects, engineers, utility companies, City staff, outside agencies and vendors in the planning, design and development Wichita Transit projects.
• Assures conformance with Federal Transit Administration regulations and City policies and procedures throughout all project phases.
• Prepares and processes required forms, including applications for payment and certified payrolls.
• Ensures that project records are maintained and audit ready.
• Reviews proposals, plans, specifications, cost estimates and project schedules and ensures project meets project budget and timeline expectations.
• Provides construction contractor oversight, conducts progress meetings, works with the vendors to assure quality and conformance to contracts, resolves disputes, processes change orders and maintains coordination through final acceptance.
• Maintain accurate contract clauses and templates for inclusion in solicitations.
• Maintains procurements records in accordance with regulatory requirements and in a way that supports regulatory reporting.
• Manages project from start to finish, including all phases from project initiation to project closeout and subsequent reporting.
• Completion of work assignments requires operation of a vehicle.

Requirements of Work

• Considerable knowledge of project planning and preparing preliminary project budgets
• Considerable knowledge of purchasing principles and practices.
• Ability to read and understand the complex documents related to assigned projects
• Ability to plan, organize and effectively supervise work.
• Ability to use a computer to access, interpret and record information
• Ability to safely cover uneven terrain, go up and down stairs and otherwise maneuver around project sites.
• Ability to develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, and City officials
• Ability to communicate clearly and effectively, orally and in writing
• Ability to work in a variety of settings, including indoors and outdoors, in varying climates, noise levels and lighting levels.
• Ability to acquire and maintain a valid Kansas driver's license
• An employee will not pose a direct threat to the health or safety of other individuals in the workplace

Experience and Training

Required Experience and Training

  • Bachelor’s degree in in business administration, public administration, engineering, architecture, project management, or construction services OR 6 years of work-related experience involving administration of government-funded construction projects will be considered in lieu of college degree.
  • Two (2) years of experience involving administration of government-funded construction projects.
  • A valid driver’s license.
  • Must be legally authorized to work in the United States without the need for sponsorship.
Preferred Experience and Training
  • Two (2) years of experience in management or procurement of federally funded projects.

Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a criminal record check

Salary : $66,342.00 - $122,025.00 Annually
