SWTA Legislative Update: Federal Budget, Transportation & Energy Developments
The Southwest Transit Association provides the following legislative update based on analysis and reporting from Blank Rome Government Relations (BRGR), supplemented by information from trusted news sources and federal agency releases.
Budget & Fiscal Outlook
According to BRGR, congressional negotiations over Department of Homeland Security (DHS) funding have stalled following a failed Senate procedural vote, raising the likelihood of a temporary shutdown affecting agencies including TSA, FEMA, and the Coast Guard. While certain components maintain mandatory funding, broader political gridlock continues to affect budget certainty.
The Congressional Budget Office (CBO) has also increased its federal deficit projection by $1.4 trillion over the next decade. The revised outlook reflects projected costs associated with tax policy extensions and immigration enforcement measures. Annual deficits are forecast to remain above 5.6 percent of GDP through 2036.
House appropriators are weighing whether to restore earmarks for the Labor-HHS-Education appropriations bill, which could affect future project funding opportunities.
Defense & Technology Procurement
BRGR reports that the Central Intelligence Agency is modernizing its acquisition framework to accelerate procurement of advanced technologies, including AI and digital infrastructure.
Energy & Environmental Policy
Recent federal actions include a proposed executive order directing long-term federal purchasing agreements for coal-generated electricity and the Environmental Protection Agency’s repeal of the 2009 Greenhouse Gas Endangerment Finding, eliminating related vehicle emissions standards.
Aviation, Maritime & Natural Resources
Senators are seeking clarification regarding a temporary airspace closure over El Paso, Texas. The U.S. Coast Guard has completed contract awards for 11 Arctic Security Cutters. The Bureau of Land Management announced a significant oil and gas lease sale in Alaska’s National Petroleum Reserve. Additionally, the House has advanced legislation directing the Department of Energy to evaluate domestic supply chains for critical minerals.
