Buy America Bus Inspection Services

Valley Metro requests interested parties to submit Bids for Buy America Bus Inspection Services.

Project Overview: Valley Metro seeks the services of a qualified independent inspection firm to perform Federal Transit Administration ("FTA") Buy America compliance inspections for the procurement of heavy-duty transit buses. The awarded contractor shall perform all required inspections and audits in accordance with applicable federal regulations, ensuring compliance with Buy America requirements contained in 49 U.S.C. Chapter 53, 49 CFR Part 661, and all applicable FTA guidance.

Contractor shall provide Pre-Award Audits, Resident Inspection Services during vehicle manufacturing, and Post-Delivery Audits as required for Valley Metro to accept federally funded transit buses. Contractor shall furnish all labor, supervision, travel, equipment, reports, and technical expertise necessary to perform the following services. This scope is intended to provide Valley Metro with comprehensive third-party oversight throughout the procurement process, ensuring full compliance with FTA Buy America requirements while reducing manufacturing risk and improving overall vehicle quality prior to fleet acceptance.

Pre-Bid Conference:

A Pre-Bid Conference will be held on Wednesday, October 7, 2026, at 1:00 P.M. MST (Phoenix local time), located via Webex, details in OpenGov.

Bid Due Date/Time:

Wednesday, November 4, 2026, 3:00 P.M. MST (Phoenix local time). Bids received after the specified time will not be accepted.

The Invitation for Bid (IFB) documents are available or will be available on or about September 28, 2026. Interested firms may download the IFB documents at Valley Metro’s E-Procurement Website: https://procurement.opengov.com/portal/valleymetro. A login will be required to submit a response.

Questions regarding this solicitation may be submitted via Valley Metro’s E-Procurement Website, https://procurement.opengov.com/portal/valleymetro, by selecting the clarification tab. Questions will be answered through the E-Procurement Website and are due no less than seven (7) calendar days prior to the specified due date and time.

Valley Metro reserves the right to cancel this solicitation or reject any and all Bids.
