light rail and streetcar operations

Valley Metro requests interested parties to submit Proposals for mobilization, operations, and support personnel for light rail and streetcar operations.

Project Overview: Valley Metro invites sealed offers for mobilization, operations, and support personnel for light rail and streetcar operations for a three (3) month mobilization period (if applicable), an initial term of five (5) years and one 2-year and one 3-year options to extend for a maximum term of ten (10) years and three months commencing on or about the anticipated mobilization date of April 1, 2027 with a go-live date of July 1, 2027.  This includes the operations of the Light Rail vehicles, Streetcar, and the Operations Control Center.

Pre-Proposal Conference:

A Pre-Proposal Conference will be held on Tuesday, August 11, 2026 10:00 A.M. MST located at 101 North 1st Avenue, Suite 1300, Phoenix, Arizona 85003 or via WebEx.

Proposal Date/Time:

Friday, September 25, 2026 by 3:00 P.M. MST. Proposals received after the specified time will not be accepted.

The Request for Proposals (RFP) documents are available or will be available on or about July 22, 2026. Interested firms may download the RFP documents at Valley Metro’s E-Procurement Website: https://procurement.opengov.com/portal/valleymetro. A login will be required to submit a response.

Questions regarding this solicitation may be submitted via Valley Metro’s E-Procurement Website, https://procurement.opengov.com/portal/valleymetro by selecting the clarification tab. Questions will be answered through the E-Procurement Website and are due no less than seven (7) calendar days prior to the specified due date and time.

Valley Metro reserves the right to cancel this solicitation or reject any and all Proposals.
