Job Summary


The Transportation and Capital Improvements Department is responsible for transportation planning, traffic engineering, the City's thoroughfare plan, pedestrian/bicycle/transit planning, and capital project development. We are looking for an organized and engaging individual to join our team in this exciting, new role! This position is great for someone with a degree in urban and regional planning, public administration, business administration, or related field and previous experience. The selected candidate will fill a vital role in the development and implementation of the City’s next phase of transit growth.  


GENERAL PURPOSE:  Under general supervision, assists in daily tasks of overseeing transit service in New Braunfels. These daily tasks include administrative, program delivery, operations, financial, and grant management. Other duties include entering requisitions and processing payments, tracking grant funds, preparing reports for local, state, and federal financing programs and services, and interfacing with other City departments, contractors, and residents. Participates in planning of transit capital improvements and expansion of service options.


Primary Duties and Responsibilities

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Collects and tabulates data and performs data entry for the various transit-reporting systems (NTD, PTN, TrAMS, etc.).
  • Prepares operating and capital grant reports.
  • Assists with grant management from initial grant application preparation to grant agreement processing and grant reporting for local, state, and federal grants.
  • Assists with updates to federally required plans, such as Civil Rights Title VI, DBE, PTASP, etc.
  • Assists with financial audits and federal/state triennial review audits.
  • In conjunction with the City’s Finance department, tracks grant revenues and program expenditures, ensures City, FTA, TxDOT, and other financial systems stay synchronized, and resolves payment processing and tracking issues,
  • Assists with the development and implementation of marketing and outreach activities in coordination with other City departments and outside agencies.
  • Ensures grant compliance by coordinating and meeting with other service providers conducting on-site monitoring, documenting audits, and enforcing guidelines.
  • Assists in completing staff liaison duties and preparing meeting materials for the New Braunfels Urban Transit District Board.
  • Manages administrative process for the Americans with Disabilities Act (ADA).
  • Performs transit planning and research when necessary.
  • Assists with procurement-related tasks, including bid solicitations, purchase orders, and invoice processing, adhering to FTA guidelines and City policies.
  • Receives and responds to public inquiries and requests for assistance regarding transit services.
  • Reviews and tabulates data from transit service providers.
  • Performs other professional and administrative duties as required.


Education, Experience, Licenses and Certifications

MINIMUM QUALIFICATIONS:
Education and Experience:
A bachelor’s degree in a related field such as urban and regional planning, public administration, business administration, geography, or urban studies; AND two (2) years of experience in the same or related field; OR an equivalent combination of education and experience. Experience in FTA grant management and compliance oversight is preferred.  
 
Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.


Knowledge, Skills and Other Requirements

Required Knowledge of:

  • Local government organization, operations, policies, and procedures.
  • Graphic and digital mapping methods, and specialized GIS software applications and file management procedures.
  • Principles of digital record keeping and records management.
  • Budget and financial management principles.
  • Public relations techniques and procedures.

Required Skill in:
  • Interpreting technical documents and map specifications.
  • Collecting, tabulating, organizing, evaluating, analyzing, and presenting data and information.
  • Reading, interpreting, understanding, creating, revising, and applying planning standards and procedures, applicable Federal and state rules and regulations, and City policies, procedures, and ordinances.
  • Interpreting and enforcing contract language.
  • Planning, preparing, and conducting presentations to groups.
  • Interpreting and applying department standards and City policies.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Establishing and maintaining cooperative working relationships with coworkers, elected and appointed officials, other agencies, businesses, and the general public. 
  • Operating a personal computer utilizing a variety of software.
  • Applied critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals or groups.
  • Effective communication, both verbal and written.

Physical Demands / Work Environment: 
  • Work is performed in a standard office environment and is subject to sitting, standing, walking, bending, and reaching for extended periods of time. Must be able to safely pull, push, lift, and carry equipment and materials weighing up to thirty (30) pounds. Some fieldwork is required outdoors in all weather conditions.
  • May be required to work immediately before, during or after an emergency or disaster.
